adobe-flash-ppapi is not useful without a chromium launcher. You need something like https://gitweb.gentoo.org/repo/gentoo.git/tree/www-client/chromium/files/chromium-launcher-r3.sh to actually make chromium utilize adobe-flash-ppapi.
